The preplans exist, but they live in a three-ring binder in the cab that no one has touched since it was assembled, or as polished PDFs on a shared drive that nobody pulls up while a structure fire is being toned out.

Preplan programs stall because collecting the data is tedious and retrieving it at the moment of need is even harder.
